HELP! My makeup keeps piling! What am I doing wrong?!

I cannot for the life of me figure out what I’m doing wrong! Every time I put my makeup layer is starts to pill and flake off. I’ve tried a few combinations but still can’t resolve the issue.

Here’s my skincare and makeup routine:

Thayers milky toner

Inn beauty extreme cream

Isidin mineral sunscreen

Sarah cereal concealer
